Can a public body take the lead on research elements and collaborate with a community group to establish a new community owned enterprise?

You specify the grant is available for R&D. Is this defined as the point at which a service or process is undergoing testing, under pilot or actually launched and in production. Our application is not manufacturing based it is service/process related.

If the founders' expertise is good enough, however to achieve the project outcome, we need to recruit additional staff, is it sufficient to outline the skills of the future recruits?

I was penalised in a previous competition for that, citing “project was highly dependant on new hires”
